    That’s not quite correct. The unions declined the Mayor’s offer to sit down and discuss the City’s offer. I don’t think I’ve seen them say anything publicly about declining the offer itself.

    For what it’s worth, the increase the City offered would be a total of 3.5%. It would be a 2% cost-of-living adjustment the first year, and an additional 1.5% in the second year.
