As part of the operation, undercover officers posed as prostitutes in the 2000 block of North Texas Street, police said.
The officers were approached by several suspects who offered money in exchange for sexual acts. Once an agreement was reached, the subjects were taken into custody and later booked into the Solano County Jail, according to police.
Fairfield residents Ramiro Chavez, 47, Donell Carter, 56, Miguel Zuniga, 56, Heriberti Godinez-Revuetla, 51, Guy Holmes, 47, Thomas Salas, 54,Mark Collings 32, Jose Munoz, 31, Juan Montar, 61, Emmanuel Reddy, 47 and Ryan Birch 40 as well as Suisun City Resident Philip Casanare, 62, San Francisco resident Matthew Smith, 53 and Orange County resident Juan Gomez, 19 were all arrested on suspicion of solicitation for prostitution, police said.
