Dispatchers received a call at 7:30 a.m. of a collision between a vehicle and a pedestrian in the 800 block of Embarcadero Road.
Police and firefighters responded and found a man in his 80s unconscious and suffering from major injuries.
The man was pronounced dead, according to police. The driver escaped injury and cooperated with officers.
A traffic accident reconstruction team is investigation the cause of the collision. Police said it does not appear drugs or alcohol played a part.
The driver has been neither cited nor arrested.
