The Richmond City Council will hold a hearing on a 46-unit residential housing development within walking distance of a BART station at its regularly scheduled meeting Tuesday evening.
The Cascade development would consist of 42 townhomes and four “stacked flats” on a 2.58-acre site at 5620 Central Ave., just off Interstate Highway 80 and about a half-mile’s walk from the El Cerrito Plaza BART station.
The city went through some of the environmental review process required to approve the location for up to 155 affordable housing units in 2015, according to a report prepared by city staff. Applicant Gene Broussard, on behalf of AMG & Associates, brought this new proposal forward in 2018.
The property would be adjacent to Cerrito Creek. Some units would have balconies or rooftop decks, and most models would be two or three bedrooms, ranging from 1,249 to 1,533 square feet.
The plans also call for public plazas and open space, with traffic improvements planned along Central Avenue.
The land is currently zoned for commercial use, but the developer is asking that it be rezoned as a planning area district to accommodate the project.
City staff have said it’s consistent with the area’s general plan and recommended the council grant the request.
